Yes, you're correct that these are not great diagrams. These are the instructions provided by the manufacturer. Presumably, they assume that a licensed alarm installer will be using them, and will know that the siren and strobe will need to be connected to some type of switched/controlled power output, such as a hardwired panel's bell output. And that the tamper circuit will need to be connected to a system zone, either normally closed, or with a resistor in series, preferably at the end of line. At least, one can hope that's what happened here.
Wiring diagram is correct for the strobe and siren hookups assuming you want them to be constantly active, but GROSSLY WRONG for the tamper circuit. How in the world could it ever work with both tamper switch leads tied to ground or positive as shown and described in the instructions??? Truth is that the blue and yellow leads go to the tamper switch and the tamper contacts will be closed when the siren is mounted such that the tamper button on back is held closed. Connect this to a standard security zone that is looking for normally closed contacts that open when an alarm condition is detected.

WIRING FOR BOTH STROBE AND SIREN SIGNALLING
To select activation of both strobe and siren upon alarm trigger, connect black wire (common)
to DC power supply negative (-) and red wire to positive (+). Brown wire is not used. Blue and
yellow wires are used only if tamper switch is to be utilized.
