Can L5100s work as z-wave controller w/ No monitoring?

Yes, the Honeywell Lynx L5100 can operate as a zwave controller without monitoring. The Honeywell Lynx Touch L5100 comes with zwave capabilities. When paired with Honeywell’s L5100 zwave module, you can control installed zwave devices locally from the Lynx Touch L5100 touch screen. The Honeywell Lynx Touch L5100 supports up to three (3) zwave thermostats, 4 (four) zwave door locks, and up to 40 (forty) zwave light, switch or lamp modules.

Keep in mind, you can control zwave devices only locally with the Honeywell Lynx Touch L5100 without monitoring. When locally controlling zwave devices, a user will not receive any notifications on events, such as lights being turned on when no one is scheduled to be at the location or the thermostat is not turning on when it should.

Honeywell provides a Lynx Touch App that can be purchased and downloaded for a small fee from iTunes or Google Play depending on your smartphone, that will allow you to control your zwave devices from any computer, smart phone or ios device. Again, this will only allow a user to control the zwave devices, no notifications will be sent on any events.

Honeywell’s AlarmNet offers an app called Total Connect 2.0 which enables a user to control zwave devices from any computer, smartphone or ios device and receive notifications via email and or text messages on any event. Honeywell only offers AlarmNet’s Total Connect 2.0 to dealers. Dealers in return offer Total Connect 2.0 with monitoring when connected to a monitoring station. Alarm Grid is unique and offers Total Connect 2.0 through our Self Monitoring plan. Alarm Grid’s Self Monitoring plan enables users to utilize Total Connect 2.0 with being connected to a monitoring station.

You can't use Z-Wave "security" devices with the L5200 as it only supports Z-Wave "control" devices. However, it does support a Honeywell RF wireless water sensor (5821 sensor - https://www.alarmgrid.com/products/honeywell-5821 with a 470PB - https://www.alarmgrid.com/products/honeywell-470pb probe) which you can program as a zone. Basically, no Z-Wave devices can activate the L5200 alarm. If you need something to initiate the system alarm, you need to use a wireless RF security device. You can use Z-Wave devices that control your home (lights, locks, thermostats, water valves, etc) and you can then program them to go on or off based on system actions.
How can enroll a aeon z wave water sensor or any brand. I would like to add a z wave water sensor to my L5200..
